WORK RELEASE CENTER SUPERVISOR

The Work Release Center Supervisor is responsible for directing the operations of a regional work release center by overseeing the custody and control of inmates, interpreting work release laws and regulations, and developing policies. This position is governed by state and federal laws and agency policy.

Typical Functions:

Supervises both protective service and administrative support staff, including interviewing applicants and recommending for hire/termination, approving leave, making work assignments, evaluating the work performance of incumbents, and training employees. Directs the operation of a work release center, oversees the custody and control of inmates, interprets work release pre-release laws and regulations, develops program operations policies and procedures, and monitors and evaluates program effectiveness. Meets with local officials and employers to establish jobs for inmates and work areas for regional maintenance programs. Prepares annual budget, monitors expenditures by reviewing and approving requisitions, and prepares and submits expense reports. Travels to correctional units, screens inmates applications and jackets, interviews and selects inmates for work release programs, and transports inmates to work release center. Processes or oversees the processing of inmates into the work release center, orients inmates, issues clothing and other items, completes required paperwork, and assigns beds to inmates. Monitors inmates’ employment adjustment by visiting employment site to observe inmates performing job duties, meets with employers for input on performance and adjustment, and resolves problems to maintain good working relationships with supervisors. Schedules job interviews for inmates, arranges for appointments and transportation to and from job sites, and obtains employers’ signature on employment agreement forms. Conducts regular inspections of the center to ensure cleanliness, maintenance, fire, safety, and security needs are met and takes corrective action as needed. Compiles information and writes and submits work release center’s activity reports. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of correctional systems, policies, and procedures. Knowledge of laws which govern correctional institutions. Knowledge of correctional economics. Ability to plan, organize, and oversee the work of lower-level supervisors and subordinates. Ability to direct the activities of a work release center. Ability to develop and monitor annual budgets. Ability to monitor inmates’ activities. Ability to assess inmate behavioral records.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in psychology, sociology, criminal justice, or a related field; plus four years of work experience in correctional administration, correctional operations, or a related field, including two years in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
