TSS QUALITY ASSURANCE LEAD

The Department of Information Services (DIS) Quality Assurance Lead is responsible for ensuring quality in DIS systems and processes by reducing variability and increasing efficiency. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Develops, implements, and maintains quality system and methodologies. Provides supervision to Quality Assurance team. Leads major process improvement efforts employing a variety of quality tools. Develops and implements measurement and analysis systems for DIS programs. Develops quality training programs for DIS. Determines business functions requiring process improvement. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of quality tools and techniques, process improvement techniques, and statistics. Ability to facilitate meetings and communicate clearly, both orally and in writing. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management and public groups. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, and sampling theory. Ability to define problems, collect data, establish facts, and draw valid conclusions.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree; plus five years of experience in information technology, including 3 years in the field of quality assurance. Certification as an American Society for Quality Certified Manager of Quality/Organizational Excellence, Certified Quality Engineer or software quality engineer required. The candidate may be hired with a conditional agreement to attain certification within one year of employment. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
