Typical Functions:

Supervises a small professional staff of tax auditors and investigators, including interviewing, approving hiring recommendations, coordinating training programs, evaluating the performance of incumbents, and assigning and reviewing work. Accompanies auditors to audit site to resolve tax issues and interpret complex laws, rules, and regulations. Researches and reviews current laws, rules, regulations, court cases, and hearing decisions to stay abreast of changes affecting audit procedures. Disseminates information regarding new or changed audit policies and procedures, interprets difficult tax laws, and assists auditor with hearing preparations. Reviews and approves reports such as travel reports, weekly activity and transmittal reports, and time sheets to prepare weekly statistical report for submission to Audit Coordination. May oversee the scheduling and coordination of audits, including updating and distributing audit manuals, routing audit requests, maintaining records of audits in progress, reviewing completed audit reports for compliance with law or policy, and coordinating hearings. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of accounting. Knowledge of manual and automated accounting systems and procedures. Knowledge of audit standards and processing. Knowledge of laws, rules, and regulations governing the reporting, payment, and collection of state taxes. Knowledge of Microsoft Office. Ability to supervise, plan, assign, and coordinate work activities and monitor the performance of subordinates. Ability to interpret and apply rules, laws, or policies of specific situations. Ability to analyze tax audit reports and records and evaluate findings. Ability to explain tax audit processes, findings, and applicable regulations in legal proceedings or to taxpayers and their representative.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, management, general business, or a related area with a minimum of twenty-four (24) hours of accounting in accordance with ACA 26-17-203; plus three years of experience in auditing, including at least one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
