OUTDOOR REC GRANTS PRGM DIR

This Outdoor Recreation Grants Program Director is responsible for managing statewide outdoor recreation grant programs. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises a small professional and administrative support staff by interviewing, hiring, training, assigning and reviewing work, and evaluating performance. Develops methods, procedures, and applications for distribution of annual grant funds to state, county, and city governments to acquire and develop outdoor recreational facilities. Determines direction of short and long-term planning in the development of the Comprehensive Outdoor Recreation Plan and evaluates developments in relation to the plan. Directs a statewide trails program by representing the agency and coordinating state and federal meetings to design, manage, and promote trails related to recreational activities. Responsible for the administration of outdoor recreation grant programs for rural communities, incorporated cities, and county governments. Prepares section’s biennium budget, submits to supervisor for approval, and monitors and approves/disapproves section’s expenditures. Prepares, reviews, and supervises the preparation of various agency grant and special reports. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and techniques. Knowledge of state budgetary and accounting procedures. Knowledge of state and federal laws governing grant expenditures and distribution. Ability to develop and coordinate grant-funded programs and to direct the work of others. Ability to prepare, present, and review oral and written information and materials to diverse groups. Ability to manage, develop, and monitor numerous grant programs.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in recreation administration, parks administration, business, or a related field; plus five years of experience in grants management, parks administration, or a related field, including three years of experience in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
