OIL & GAS TECHNICIAN

Date: 07/01/2009 STATE OF ARKANSAS JOB DESCRIPTION SUMMARY The Oil and Gas Technician is responsible for reviewing, compiling and processing industry submitted reports and staff field inspections, concerning crude oil and natural gas production wells, production facilities, seismic operations, pipelines, tank trucks, and related UIC Class II and Class V injection wells. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Reviews, compiles, and processes compliance inspections of crude oil and natural gas production wells, production facilities, seismic operations, pipelines, tank trucks and related UIC Class II and Class V injection wells submitted by Commission field staff. Assists District Petroleum Supervisor in coordinating field activities of Commission well inspectors. Coordinates various administrative and technical aspects of the Commission’s various oil and gas regulatory programs. Reviews, compiles, and processes production tests on gas wells necessary to determine production allowable. Provides record keeping and processing of enforcement actions concerning drilling, production, transportation, conservation, and pollution control during the drilling and extraction process. Answers questions from the regulated community and general public regarding Commission rules and researches complaints from the general public and government agencies regarding industry related problems. Provides written program status reports, researches and writes technical reports for special projects, performs data input of various program elements to maintain regulatory program databases. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal laws governing oil and gas production facilities. Knowledge of oil and gas production methods and equipment. Ability to conduct research, and prepare, present, and review technical information and reports. Ability to interpret and apply state and federal laws governing the oil and gas industry.

Minimum Qualifications:

The formal education equivalent of a high school diploma; plus four years of experience in the field of oil and gas production or a related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
