LICENSED ARCHITECT

The Licensed Architect is responsible for developing preliminary and schematic drawings, cost estimates, and bid documents for state-funded construction projects and for overseeing the completion of the project. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Prepares preliminary and schematic drawings and ready-to-bid construction specifications, including interior and exterior layouts and landscaping details. Reviews plans and specifications of architects, builders, and engineers working on state-funded construction projects. Checks for completeness, accuracy, suitability, cost, economy, maintenance, construction details, and compliance with state and federal laws. Prepares reports, cost estimates, sketches, designs, details, and bid documents as requested by agency/institution. Develops preliminary drawings and outline specifications to solicit proposals from the private sector for remodeling of leased space to be used by state agencies. Develops space allocation studies to determine specific needs of state agencies needing to relocate, add space, delete space, or more efficiently use existing space. Develops schematic floor plans for state agencies to satisfy needs established by space allocation studies. Discusses job requirements, floor plans, specifications, and bids with project coordinator and supervises construction and inspects for final project approval. Evaluates manufacturers products for use on state-funded building projects according to set standards and ensures bid compliance. Assists agencies in the selection of an architect or engineer by verifying funding, job requirements, cost estimates, contract requirements, advertisements, fee schedules, and contract review. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of architectural theory, principles, and application. Knowledge of state and federal regulations affecting construction. Knowledge of building materials, engineering principles, codes, and cost data. Ability to determine compliance of architectural plans with contract and state and federal restrictions and provisions. Ability to complete architectural designs, redesigns, and modifications. Ability to inspect facilities and ensure compliance with state and federal laws. Ability to coordinate and direct the work of others.

Minimum Qualifications:

Licensed as an Architect by the Arkansas State Board of Architects in accordance with ACA 17-15-301. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
