DLL MANUFACTURED HOUSING SPEC SUPV

The Manufactured Housing Specialist Supervisor is responsible for overseeing the inspection and regulation of manufacturers and retailers of manufactured homes and investigating consumer complaints. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises a small technical staff by assigning and reviewing work, establishing procedures, training staff, and evaluating the performance of incumbents. Reviews inspection reports and conducts on-site inspection of manufactured housing production plants and units to determine compliance with building codes and manufacturers’ installation specifications for electrical wiring, appliances, plumbing, heating and cooling systems, and structure. Examines manufacturers’ building plans and quality assurance programs for compliance with regulations and generally accepted quality standards. Investigates reported malfunctions in units bought from dealers, verifies that repairs meet the established standards, and authorizes distribution from the recovery fund. Conducts random on-site inspections of retail outlets and investigates consumer complaints to ensure conformance to standards and verifies that salesmen are properly licensed. Performs other duties as assigned. Knowledge of supervisory practices and procedures. Knowledge of federal regulations and laws governing certification and licensure of manufacturers and retailers of mobile homes. Knowledge of survey and inspection standards and procedures. Knowledge of manufactured home construction standards and procedures. Ability to conduct on-site inspections of production plants and retail outlets of manufacturers’ installation specifications. Ability to read design specifications and prepare oral/written reports. Ability to oversee the work of others.

Knowledge, Abilities, and Skills:

Frequent in-state and occasional out-of-state travel is required.

Minimum Qualifications:

The formal education equivalent of a high school diploma; plus six years of experience in construction, inspection or a related field, including one year in a leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
