DLL LABOR MEDIATOR

The Labor Mediator is responsible for acting as mediator in labor contract negotiations. This position is governed by state and federal laws and agency/institution policy.

Special Job Requirements:

Frequent in-state travel is required. Occasional work outside of normal office hours may be required.

Typical Functions:

Meets with management and union representatives to facilitate negotiations when parties are at an impasse. Recommends proposals and suggestions to each party in order to encourage movement towards a settlement. Informs both sides in negotiations of the potential consequences of a work stoppage. Maintains mediation records and prepares monthly and annual reports of mediation efforts. Conducts, monitors, and certifies the results of union elections, upon the request of union and company officials. Answers questions from employees, employers, and the general public concerning labor issues and the mediation process. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the laws, rules, and regulations governing contract negotiations and mediation of labor disputes. Knowledge of state and federal labor laws. Knowledge of the principles and practices of human resource management. Ability to interpret laws, rules, and regulations governing labor issues. Ability to develop recommendations to resolve disputes. Ability to prepare and present oral and written information and reports. Ability to research labor issues during the medication process. Ability to establish and maintain effective working relationships with others.

Minimum Qualifications:

The formal educational equivalent of a bachelor’s degree in industrial management, human resources management or a related field; plus two years of experience in labor contract negotiations or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
