DHS/DYS ADMISSIONS EVALUATOR

The Department of Human Services (DHS) / Division of Youth Services (DYS) Admissions Evaluator is responsible for directing the operations of a residential institution. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Plans, manages, and coordinates institution operations by developing goals and objectives, implementing division’s short and long-range plans, and monitoring services provided. Plans and directs the work activities of a small-sized managerial staff to facilitate institutional goals and consistent application of division policies and procedures and service delivery. Develops, interprets, and evaluates state and federal policies and procedures related to program and operational functions. Provides technical direction and/or assistance to institution superintendents, board members, and elected officials concerning service delivery and operations. Coordinates and monitors institution budgets, compiles various reports and proposals, and makes oral presentations. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of behavioral or mental retardation treatment theories, principles, programs, and practices. Knowledge of state and federal laws relating to incarcerated youth or the mentally retarded in public residential institutions. Knowledge of the principles and practices of personnel management. Knowledge of the principles and practices of fiscal management. Ability to supervise a residential institution for incarcerated youth or the mentally retarded. Ability to provide administrative direction to institutions for incarcerated youth or the mentally retarded. Ability to evaluate the effectiveness of institution programs and services. Ability to develop institution budgets. Ability to prepare and present oral and written information.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in public administration, business administration, or a related area; plus five years of experience in program administration, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
