DHE FINANCIAL AID MANAGER

The Department of Higher Education (DHE) Financial Aid Manager is responsible for providing oversight of the agency's state scholarship and loan programs. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises operations of Arkansas Department of Higher Education scholarship and loan programs. Assists the Governor and General Assembly in addressing constituent concerns about financial aid. Supervises a small to medium staff by scheduling, hiring, and evaluating performance evaluations of others who perform distinct and separate blocks of work. Recommends appropriation and funding adjustments based on available state general revenue and student eligibility for scholarships. Evaluates and makes recommendations for amending legislation and/or rules and regulations. Develops, initiates, and processes RFPs and contracts relating to financial aid. Responds to annual surveys and reports. Presents financial aid recommendations to Arkansas Higher Education Coordinating Board-Quarterly. Responds to media requests. Determines promotional and public information needs. Processes special considerations for Financial Aid Applications. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of laws, regulations, and policies pertaining to related federal and state programs. Knowledge of organizational management principles and techniques. Knowledge of grants administration. Knowledge of administrative analysis and statistical techniques, as applied to organizational and management problems. Ability to work with others to assure program compliance and responsiveness. Ability to communicate in oral and written form. Ability to analyze complex administrative problems and develop effective courses of action.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration, or related field; plus three years of experience in grants/contracts management or a related field, including two years in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
