DFA IT TECHNICAL SPECIALIST

The Department of Finance and Administration (DFA) Information Technology (IT) Technical Specialist is responsible for designing and developing solutions to complex applications and addressing system and other technology concerns. This position is governed by state and federal laws and agency policy.

Typical Functions:

Defines systems requirements based on state agency user needs, cost, and integration with existing applications and systems. Determines technical standards and functionality tests for state applications and systems. Develops and implements procedures designed to ensure that all systems support the state’s business and meets the requirements of the end-users. Verifies stability, interoperability, portability, security, and scalability of system architecture. Provides technical guidance and support for the development and troubleshooting of systems and monitors system operations to detect potential problems. Collaborates with business process owners and other technical experts to select appropriate design solutions and to ensure the compatibility of system components. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of system architecture concepts, designs, and practices. Knowledge of business and technical research principles, processes, and techniques. Knowledge of technological development and trends in the Information Technology (IT) industry. Knowledge of computer hardware and software, including applications and programming. Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models. Knowledge of business and management principles involved in strategic planning, and coordination of people and resources. Ability to diagnose system problems, determine solutions and initiate necessary procedures. Ability to communicate project goals and problem solutions to supervisors, co-workers, and subordinates in written or verbal form. Knowledge of enterprise system administration including; software installation, development, testing and configuration, installation of upgrades and maintenance and support.

Minimum Qualifications:

Bachelor’s degree or higher, or its equivalent in information technology, computer science, computer information systems, computer engineering, or a related field; plus seven years of experience; OR The formal educational equivalent of an associate’s degree in information technology, computer science, computer information systems, computer engineering, or a related field; plus ten years of experience.
