CIS DIVISION ASSISTANT DIRECTOR

The AOC CIS Division Assistant Director is responsible for assisting in the direction and coordination of all activities of the Court Information Systems Division. The position serves as the Deputy Chief Information Technology Officer for the Arkansas Judiciary and is responsible for assisting with the management of all information technology support activities for the judiciary, under the direct supervision of the AOC CIS Division Director. Duties include coordination of these activities with the executive management team, Arkansas Supreme Court Committee on Automation, other committees of the Supreme Court of Arkansas, vendors and consultants.

Typical Functions:

Helps to establish and maintain court automation and continuity of operations policies, standards, and procedures Assists the AOC executive team and the Arkansas Supreme Court Committee on Automation in setting and implementing a strategic vision for information technology services to the judiciary Helps prepare division budget and monitor expenditures within the established budget Helps direct, personally and through subordinate managers, a staff of professional, technical and clerical personnel engaged in the implementation and maintenance of computer hardware and software and automated systems Develops studies to determine information technology requirements and prepares specifications to initiate development Assists in decision-making process for determining if needs can be met in-house or through outsourcing. When outsourcing for information technology services, approves specifications and formal acceptance criteria for deliverables, reviews vendor proposals, and provides close supervision of vendor performance Conducts studies and prepares reports for the Court Automation Committee and subcommittees, makes recommendations regarding standards and procedures, systems security, and overall direction of court automation and information technology services activities Assists in the management of the workflow of the division, establishes production controls, helps determine priorities of operation and directs procedures for special studies or unusual operations; confers with judges, clerks and other staff about matters pertaining to work scheduling and effectiveness of the division’s operations Provides staff support to committees assigned by the Supreme Court, provides technical assistance, and makes recommendations to the AOC executive staff Other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of current and emerging technology and effective application of those technologies Knowledge of information processing in a client/server environment Knowledge of project management methodologies Knowledge of personnel management, accounting, budgeting, statistical methods and procedures as applied to the use of automated systems Ability to communicate effectively, orally and in writing Ability to analyze problems and make effective recommendations and decisions; ability to communicate complex technical subjects clearly and concisely Ability to manage, develop and motivate subordinates; ability to establish and maintain effective working relationships with a broad range of constituencies Ability to plan, assign, supervise and coordinate the work of professional, technical and clerical support staff

Minimum Qualifications:

Education o The CIS Division Assistant Director must have a bachelors degree in computer science or a related field and must hold an advanced degree, including either a Juris Doctor from an ABA accredited law school or a Masters degree in computer science. Relevant technical certifications are highly desirable. Experience o The CIS Division Assistant Director must have eight years of progressively responsible experience in professional administration overseeing the coordination, management and implementation of information technology projects and programs serving the business needs of a large organization.
