BANK SENIOR EXAMINER

The Bank Senior Examiner is responsible for conducting examinations, visitations, and/or investigations of state chartered banks and financial institutions. This position is governed by Generally Accepted Accounting Principles (GAAP), state and federal laws, and agency/institution policy.

Special Job Requirements:

Extensive overnight travel on a frequent basis and attendance of senior and management schools conducted by the Education Foundation of State Bank Supervisors and other regulatory agencies are required.

Typical Functions:

Examines internally prepared statements and supplemental schedules to ensure the financial institution is earning appropriate return on its assets and capital and to verify the safety and soundness of the financial institution. Evaluates operational procedures to ensure proper internal controls and segregation of duties, and ensures bank is adhering to existing Generally Accepted Accounting Principles, Regulatory Accounting Procedures, and agency, state, and federal rules, regulations, and laws. Assists agency in establishing guidelines for procedures and policies that comply with new and revised regulations and oversees implementation. Analyzes the financial institution’s liquidity and capital position and determines if the bank has adequate liquid funds to meet deposit withdrawals, operating needs, and consumer loan demand. Calculates various financial ratios pertaining to the financial institution’s capital, assets, equity, and liquidity, and evaluates management of effectiveness and control to classify risk factors and assign regulatory ratings. Serves as examiner in charge of any financial institution, and analyzes loans, loan collateral, lending policies, dividends, and fixed asset requests of the institution. Develops a written assessment of the overall condition of an institution for regulators and the bank’s management to utilize as an analytical tool. Prepares investigative reports for various applications filed by banks and processes and analyzes individual self examination reports for all banks for monthly trends and comparative purposes. Responds to inquiry requests from consumers, bankers, and other examiners, regarding regulatory interpretation and general banking issues. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of financial and banking principles. Knowledge of state and federal banking rules, regulations, and laws. Knowledge of bank operations and commercial lending practices. Knowledge of economic conditions affecting the state’s industrial, commercial, and agricultural activities and related bank lending practices. Knowledge of personal computers and related software applications. Ability to evaluate economic conditions, financial and management practices, classify risk, and assign regulatory ratings. Ability to prepare and present, technical information and examination findings, in both oral and written form, and make recommendations for corrective actions. Ability to operate a computer to document examination findings and prepare statistical and financial reports.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, finance, business administration, or a related field; plus three years of experience in banking or bank examination. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
