ANRC DEPUTY DIRECTOR

The Arkansas Natural Resources Commission (ANRC) Deputy Director is responsible for managing Commission programs and assisting the director in the overall operations of the Commission. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises a supervisory and professional staff by interviewing, recommending for hire/termination, training, assigning and reviewing work, counseling, and evaluating the performance of incumbents. Develops plans, programs, and procedures to accomplish Commission goals, to comply with state laws and Commission policy. Provides input in developing and implementing goals, objectives, policies, and procedures for the Commission, coordinating with the director and subordinate supervisors in the preparation of plans. Researches and writes new or revised legislation which affects the Commission. Reviews past budgets, positions, new programs, and projects to assist the director in the development of budget requests. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of the principles and practices of organizational management. Knowledge of federal, state, and local regulations applicable to water resources, dams, soil and water conservation, project financing, conservation districts and flood plain management. Knowledge of budgetary practices. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinate supervisors. Ability to provide technical assistance and guidance in dam safety and flood plain management.

Minimum Qualifications:

The formal education equivalent of a bachelors degree in engineering; plus five years of experience in civil or environmental engineering, including two years in a managerial or supervisory capacity. Licensed as a registered professional engineer by the State Board of Registration for Professional and Land Surveyors in accordance with ACA 17-30-302. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE. OR The formal education equivalent of a law degree from an accredited law school; plus five years of experience practicing law, including two years in a managerial or supervisory capacity. Licensed to practice law and admitted to the Arkansas State Bar in accordance with ACA 16-22-201.
