AEDC RESEARCH PROGRAM COORDINATOR

The Arkansas Science and Technology Authority (ASTA) Research Program Coordinator is responsible for monitoring small business development programs and reviewing research grant funds. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Manages small business development programs by recommending policies and procedures, evaluating the potential of a given technology, and coordinating with other state and federal agencies. Analyzes programs to evaluate effectiveness, develops reports, and recommends changes as needed. Assists small businesses in writing and presenting proposals to obtain federal research grants. Maintains a computerized data base of companies, researchers, and submitted projects for federal grants. Reviews and screens solicitations from federal agencies, matches technical experts with interested businesses, and forms a team to write grant proposals. Monitors and analyzes financial and progress reports, attends advisory board meetings, and prepares program evaluations. Evaluates technology of other Arkansas Science and Technology Authority programs to determine feasibility. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of research and analysis techniques. Knowledge of grant writing techniques and federal requirements for grant processing and administration. Knowledge of microcomputer operation, capabilities, and limitations. Knowledge of small business operations and practices. Ability to prepare reports. Ability to research, analyze, and determine effectiveness of development programs and/or technology applications for small business. Ability to prepare or assist small businesses in the preparation of grant proposals.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in engineering, computer science, business administration, or related field; plus three years of experience in a field of science or business. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
