ADH DISTRICT MANAGER

The Arkansas Department of Health (ADH) District Manager is responsible for providing technical assistance and monitoring and promoting agency programs. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Determines district operational goals and priorities. Monitors and evaluates health programs to ensure program objectives and standards are established, attained, and congruent with overall agency goals. Interprets state and federal laws and regulations and clarifies agency policies and directives. Approves or disapproves recommendations for changes in the clinical and environmental services delivered through the district’s local health units. Emphasizes prevention as a key role of public health, supports Hometown Health Improvement initiatives and participates in community planning. Maintains listing of public health trends and emerging issues and develops strategic plans accordingly. Oversees the district’s emergency preparedness apparatus and assures a continuous state of readiness. Directs the personnel activities of the assigned district by approving or disapproving the staffing recommendations, evaluating performance, and allocating personnel resources. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal laws and regulations concerning health programs. Knowledge of program evaluation, planning, and analysis techniques. Knowledge of practices, procedures, and methods related to health program district area. Ability to set goals and priorities and provide clear directions. Ability to assess personnel and financial resource needs. Ability to prepare and present oral and written information and detailed reports. Ability to develop and assist in implementing health programs.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in biology, chemistry, geology, engineering, public administration, sociology, psychology, or related field; plus three years of experience in a specific program related field, including three years of supervisory experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
