ADEQ AIR COMPLIANCE MONITOR

The Arkansas Department of Environmental Quality (ADEQ) Air Compliance Monitor is responsible for observing and evaluating stack testing and monitoring air emissions. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Observes and evaluates stack testing to ensure that tests and equipment used comply with emission permit and regulations, checks plant production during testing to verify production is according to permit standards, and notifies field inspectors on production findings. Reviews test results, notifies plant of findings, reschedules test for plants in non-compliance to ensure accuracy, and notifies supervisor of non-compliance. Reviews and analyzes emission reports and statistical data from plants to determine if actual non-compliance exists by comparing periods of non-compliance to permit standards, prepares report on findings, and submits to supervisor and Environmental Protection Agency. Inspects Continuous Emission Monitors by performing calibration tests to ensure monitor is operating accurately and audits plant records on production and emission to ensure plant is in compliance. Maintains records and files on Environmental Protection Agency programs, reviews Quality Assurance and Compliance Plans for Continuous Emission Monitors, provides technical assistance to engineers concerning test requirements on permit standards, and assists supervisor in determining monetary penalties on plants in non-compliance. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the scientific research models and techniques for data collection and analysis. Knowledge of state and federal environmental protection laws governing air emissions. Knowledge of the operation and functions of specialized equipment involved in air emissions analysis. Ability to perform stack testing and monitor air emissions. Ability to analyze and interpret inspection data. Ability to maintain detailed records and files.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in chemistry, environmental science, or a related field; plus one year of experience in scientific data collection and analysis. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
