ADEQ ADMINISTRATION DIVISION MANAGER

The Arkansas Department of Energy and Environment (E&E) Administrative Operations Manager is responsible for directing the department's management services operations. This position is governed by state and federal laws and department policy.

Typical Functions:

Supervises a medium to large staff by interviewing and recommending for hire, assigning and reviewing work, and evaluating the performance of incumbents. Plans and develops operational goals and procedures for the provision of administrative services for E&E. Coordinates the management services operations with other functions within the agency and with state and federal agencies to maximize integration and effectiveness of administrative services. Monitors and evaluates operations to assure adherence to agency policy and state and federal laws, and to determine effectiveness of administrative services. Confers with deputy directors, division chiefs, and branch managers to provide technical assistance and guidance on matters pertaining to administrative services. Develops and recommends new and revised policies and procedures to respond to changes in administrative needs, objectives, and priorities. Coordinates the department’s budget preparation and revision and presents and justifies budget to the legislature. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of human resource and organizational management. Knowledge of general accounting, financial analysis, and control. Knowledge of basic statistics. Knowledge of state and federal laws, rules, and regulations governing the management of and accounting for public funds. Ability to establish comprehensive organizational systems and programs and to assign and direct the work of subordinates. Ability to prepare detailed reports of specialized information and to make formal presentations to large groups. Ability to interpret and apply the provision of laws, rules, or regulations to specific cases.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration, human resources and organizational development, or a related field; plus five years of experience in public administration, operations or a related field; including two years in a supervisory capacity.
