ADE PLSB SENIOR INVESTIGATOR

The Arkansas Department of Education (ADE) Public Licensure Standards Board (PLSB) Senior Investigator is responsible for conducting investigations into alleged violations of the Code of Ethics for educators and in support of the PLSB and State Board of Education. This position is governed by state and federal laws and agency policy.

Typical Functions:

Prepares investigative plans and collects initial investigative documents and evidence. Contacts necessary personnel to coordinate interview requests and conducts interviews to obtain additional evidence, injecting law enforcement personnel upon demand for criminally related accusations by communicating with law enforcement personnel and sharing information. Analyzes evidence, testimony, and documentation; prepares final reports of investigation and presentations and findings for the Department of Education’s Public Licensure Standards Board’s (PLSB) Ethics Sub-Committee. Conducts consultations with educators, complainants, administrators, attorneys, as well as internal agency personnel for supplemental discussion purposes. Provides Code of Ethics training to a variety of audiences. Assists with training and mentoring of other staff education investigators. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of interviewing and investigative methods and techniques. Knowledge of the rules of evidence and court procedures. Knowledge of state and federal laws regarding educator licensing and special education requirements. Ability to work with the Department of Human Services for accusations involving children. Ability to work with a variety of law enforcement agencies for criminally related accusations. Ability to prepare and present findings to the State Board of Education and the Public Licensure Standards Board (PLSB). Ability to prepare and present findings to their Public Licensure Standards Board (PLSB). Ability to collect, compile and prepare investigative documentation and finalize reports. Ability to tactfully communicate with child victims of harassment, verbal abuse, physical assault, and sexual assault.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration, criminal justice, education, or a related field; plus three years of experience in conducting investigations and preparing investigative reports or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Required Certificates:

Must possess a valid Arkansas driver’s license.
