ADE OERZ DIRECTOR

The Arkansas Department of Education (ADE) Office of Education Renewal Zones (OERZ) Director is responsible for identifying and implementing education and management strategies designed to improve public school performance and student academic achievement in the public schools of Arkansas. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Directs the activities of a medium professional staff through lower-level supervisors, including approving hire recommendations, reviewing performance evaluations, evaluating the performance of immediate subordinates, and reviewing and approving recommended policies and procedures. Oversees and approves staff development of education and management strategies to improve public school performance and student academic achievement in Arkansas public schools. Supervises the research and evaluation of existing program effectiveness, trends, and issues which affect school goals and cultural needs of students; oversees the monitoring of existing programs in school districts, coordinates the analysis of monitoring results for program adjustment and refinement, and disseminates the results through presentations and media outlets, as necessary. Coordinates the activities associated with developing and approving applications for education renewal zones, develops guidelines for evaluating education renewal zones, and approves education renewal zones strategic plans. Develops the planning, implementation, and evaluation process for Arkansas Scholastic Audit, and revises Scholastic Audit documents to train team leaders, members, and support staff. Reviews and monitors unit budget and approves expenditures. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of state and federal laws governing the operation of public schools. Knowledge of public school program organization, operation, and administration. Knowledge of research and analysis techniques. Knowledge of principles and practices of program monitoring. Ability to develop comprehensive organizational systems, programs, and strategies and to plan work unit objectives and operational activities.. Ability to assess and evaluate programs and the potential impact of proposals and strategies. Ability to develop procedures and monitoring systems for programs. Ability to coordinate plans and resources and identify areas of need. Ability to communicate in oral and written form.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in education, educational program administration, public administration, or a related field; plus six years of experience in educational program administration or a related field, including three years of supervisory experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
