ADE COORD FISCAL DISTRESS

The Arkansas Department of Education (ADE) Coordinator of Fiscal Distress is responsible for ensuring proper placement for departmental financial resources and developing recovery structures for inevitable financial crises. This position is governed by state and federal laws and agency policy.

Typical Functions:

Evaluates school district financial conditions. Identifies problematic districts, evaluates their proposed financial improvement plan, and monitors its progress following execution by reviewing monthly financial reports; conveys information to direct supervisor and additional managerial personnel. Provides technical assistance to school districts in fiscal distress. Administers program regulations pertaining to fiscal assessment and accountability. Coordinates the fiscal distress review committee. Utilizes the state public school computer system. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of public school financial operational activities. Knowledge of the fiscal assessment and accountability program. Knowledge of the principles and practices of financial and fund accounting. Knowledge of government financial regulations pertaining to the department of education. Knowledge of general budgetary and purchasing procedures. Knowledge of techniques for organizational management and public administration. Ability to analyze data, plan outcomes, and determine solutions. Ability to establish and maintain working relationships with others. Ability to plan and direct the work of subordinate personnel. Ability to interpret and then apply laws for policy development or revision. Ability to prepare and present reports of recommendations to managerial personnel and the legislative and executive branches. Ability to prepare reports of audit findings and develop recommendations for managerial personnel pertaining to report results.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, finance, economics, business administration or a related area; plus five years of progressively more responsible experience in finance, fiscal management, auditing, accounting, or economic forecasting in an educational environment.
