ADE BUDGET MANAGER

The Arkansas Department of Education (ADE) Budget Manager is responsible for managing all aspects of the budgetary processes of the agency. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Prepares annual operations plans and biennial budget requests of the ADE in conjunction with senior staff, including the programs of the public school fund and the Division of Academic Facilities and Transportation. Prepares monthly budget reports for Assistant Commissioners and Unit Leaders. Prepares ad hoc reports concerning budgets and expenditures for various employees of the ADE. Monitors and analyzes the fiscal operations of the agency to identify potential problems and provide advice concerning budgetary or operating adjustments that may be necessary. Receives information regarding budget adjustments and state funds management and prepares revisions. Compiles and analyzes data on major budget issues for consideration by senior management. Monitors proposed legislation for the ADE throughout the legislative process in order to ensure technical accuracy. Serves as the primary contact between the ADE, the Department of Finance and Administration, and the Bureau of Legislative Research regarding budgetary issues and procedures. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge and proficiency in the Arkansas Administrative Statewide Information System (AASIS) and the Planning Budgeting and Accountability System (PBAS). Knowledge of the principles and practices of accounting. Ability to interpret and apply laws, rules, and policies governing public expenditures. Ability to analyze financial data, project outcomes, and recommend future actions. Ability to compile and analyze detailed manual and/or computerized records and prepare financial and narrative reports. Ability to provide technical assistance and convey and exchange specialized oral and written information. Ability to plan, organize, and oversee the work of subordinates and/or co-workers.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, finance, or a related field; plus six years of progressively more responsible experience in the Arkansas state budgetary process. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
