ADC INDUSTRY PROGRAM MANAGER

The Arkansas Department of Correction (ADC) Industry Program Manager is responsible for directing and coordinating industry activities. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises a small skilled-crafts and protective service staff by interviewing, recommending hire, providing training, assigning and reviewing work, counseling, terminating, and evaluating the performance of incumbents. Supervises and trains inmates in graphic arts, furniture making, and furniture upholstery, including providing safety and equipment instruction, issuing tools, printing ink and chemicals, and assigning work. Evaluates equipment needs and writes specifications to obtain bids. Conducts market survey to establish prices of new or current products. Reviews customer work request for completeness and special instructions and notifies customers of delays, errors, or problems with orders. Computes cost estimates for finished product and quotes prices to prospective customers. Inventories on-site materials and requisitions supplies as needed. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of state government procurement procedures. Knowledge of institutional rules and regulations. Ability to plan, organize, and oversee the work of free-world employees and inmates. Ability to train inmates to perform skilled trades. Ability to evaluate needs, estimate cost, prepare bid specifications, and obtain bids. Ability to conduct surveys, compute cost estimates, and establish prices for articles to be sold. Ability to maintain inventory and requisition supplies.

Minimum Qualifications:

The formal education equivalent of an associates degree or certificate of completion of an accredited vocational school; plus four years of experience in the skilled trade area managed, including one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
