Special Job Requirements:

Typical Functions:

Directs the activities of a large professional staff through lower-level supervisors, by approving hire recommendations, evaluating the performance of immediate subordinates, reviewing performance evaluations, and reviewing and approving/disapproving a variety of recommended actions, policies, and procedures. Directs the activities of a specific division within DWS by developing and establishing work priorities, establishing standards of performance, reviewing and approving managerial decisions, examining existing delivery systems, and developing more efficient systems for delivery of services. Establishes policies and procedures applicable to division activities and programs and oversees the implementation of policies and procedures, by monitoring staff performance. Researches and interprets applicable state and federal legislation to determine impact on specific DWS programs within the division. Coordinates and approves the review and change of instructional/procedural manuals to ensure that information contained is accurate and conforms to current regulations. Coordinates and directs division budget activities, including operating budgets and grant budgets by reviewing and approving expenditures and overseeing disbursal of monies. Coordinates staff development and training by developing or approving courses of instruction and providing instruction. Provides technical assistance to division staff and program personnel by providing information, answering questions, and resolving problems and complaints. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of the principles and practices of organizational management. Knowledge of state and federal laws governing employment security program administration. Knowledge of policy development and implementation. Knowledge of budgetary practices and procedures. Knowledge of program development. Ability to plan work unit objectives, operational activities, and to assign and direct the work of subordinate supervisors. Ability to review and evaluate the effectiveness of agency delivery systems, programs, and organizations. Ability to develop policies, procedures, and long-range plans. Ability to prepare and present oral and written information and reports. Ability to develop and coordinate training activities.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in public administration, business administration, or a related field; plus five years of experience in human service or community service program administration, including two years in a leadership or supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
