TSS STATE ARCHITECT

The Arkansas Building Authority (ABA) State Architect is responsible for evaluating sole source specifications of architectural elements of a project and approving or disapproving an agencies request to use sole source specifications. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises and oversees the Design Review staff assignments in Administrator’s absence. Reviews construction documents, plans, and specifications, for compliance with governing codes. Assists state agencies with selection process for Architectural design professionals as well as contractors for Alternative Delivery projects. Reviews and approves architectural service contracts and amendments for state agencies. Initiates and maintains Arkansas Building Authority architectural professional services contracts and amendments. Oversees roofing and waterproofing of facilities maintained by the Arkansas Building Authority. Establishes design, and prepare plans and specifications, for in-house renovation projects. Conducts in-house cross training between disciplines of architects with-in the Design Review Section. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory principles and practices. Knowledge of policies and procedures. Knowledge of good building construction technology, roofing and waterproofing practices. Knowledge of the current Arkansas Fire Prevention Code. Knowledge of the American Disability Act. Ability to communicate effectively orally and in writing. Ability to read and interpret safety rules, operating/maintenance instructions and procedure manuals. Ability to read, analyze, and interpret business manuals, technical procedures, and governmental regulations. Ability to read, analyze, and interpret scientific and technical journals, financial reports, and legal documents. Ability to prepare and/or present written communications that pertain to controversial and complex topics.

Minimum Qualifications:

The formal education equivalent of bachelor’s degree in architectural design or landscape architecture or a related field, plus seven years of experience in a related field, including four years in a supervisory role. Must be licensed by the Arkansas State Board of Architects; and, be a member of AIA American Institute of Architects (AIA), a AIA Board member, a member of the Roofing Consulting Institute (RCI), and attend regular meetings of the Construction Specification Institute (CSI). Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
