TSS RATE ANALYST

The Department of Information Services (DIS) Rate Analyst is responsible for implementing cost accounting procedures and methods in determining billing rates for DIS services. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Analyzes and prepares cost reports and audits, reviews cost records and ensures that data is correct. Prepares annual cost allocation plan for projection of billing rates and submission to the federal government. Monitors monthly cost allocation plan and makes recommendations for action or improvement. Determines rates for new services and incorporates new services into cost allocation plans. Interprets law and policy, and provides advice to management on rates and other fiscal matters; reviews new or proposed legislation to determine impact on rates. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of data processing and telecommunications industries. Knowledge of computerized accounting systems. Knowledge of government accounting and federal reporting standards and cost allocation. Ability to establish comprehensive organizational systems or programs. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to management and public groups and communicate clearly in written formats. Ability to work with mathematical concepts, such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business, accounting, or related field; plus five years of experience in accounting or related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
