TSS PROJECT MANAGER

The Department of Information Services (DIS) Project Manager is responsible for project plan development, and managing and reporting on the following project elements: scope, time, communications, cost, human resources, integration, risk, quality, and procurement. This position is governed by state and federal laws and agency/institution policy.

Special Job Requirements:

Position will require some automotive travel and limited air transportation travel.

Typical Functions:

Completes project management activities for all phases of the project life cycle, which includes initiation, planning, execution, control, and closeout. Defines and facilitates project scope and objectives, and interfaces with all areas affected by the project. Acts as the project management liaison between the agency/institution and DIS, as needed. Assembles project team, identifies resources needed, assigns individual responsibilities, and develops schedules, to ensure timely completion of projects within budgetary and scheduling guidelines. Ensures adherence to quality standards, and tracks and reviews project deliverables. Executes communication and risk management plans for project activities. Determines need for training and certifications for project team.

Knowledge, Abilities, and Skills:

Knowledge of state budgetary and fiscal business processes and procedures. Knowledge of project management methodologies and tools. Knowledge of DIS business standards and procedures. Knowledge of current and emerging information technologies. Ability to develop and maintain a good rapport with clients, vendors, peers and supervisors. Ability to effectively communicate to direct contacts through written and verbal media.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in computer science, business or related field; plus three years of experience in project leadership, management, or a supervisory position. Project Management Professional (PMP) certificate required or its equivalent. The candidate may be hired with a conditional agreement to obtain PMP certification within one year of employment. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
