TSS OSP SURPLUS PROPERTY SUPERVISOR

The Department of Finance and Administration (DFA) Office of State Procurement (OSP) Surplus Property Supervisor is responsible for managing the Marketing and Redistribution (M&R) warehouse within OSP. This position is governed by state and federal laws and agency/institution policy.

Special Job Requirements:

The DFA OSP Surplus Property Supervisor may be required to lift and move heavy objects and work in extreme hot and cold weather.

Typical Functions:

Provides supervision to subordinate employees by making work assignments, training, and evaluating the performance of incumbents to ensure adherence to instructions, deadlines, proper procedures or protocols, and the delivery of services to clients. Monitors each turn in document to assure that all surplus property was properly received and tagged. Spot checks all storage locations to ensure property is secure and protected while in warehouse storage. Oversees the vehicle and material handling equipment maintenance logs and recommends necessary repairs. Oversees internet sales by developing, writing, and implementing terms and conditions for internet auction website and promotes use by contacting and encouraging agencies and companies to purchase from M&R. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal regulations relating to surplus property procurement and utilization. Knowledge of property and equipment repairs and costs. Knowledge of warehousing procedures, distribution, pricing, inventory, and issuance of surplus property. Knowledge of supervisory practices and techniques. Ability to plan acquisition, storage, distribution, and inventory of supplies and equipment. Ability to perform routine maintenance on delivery trucks and other motorized equipment. Ability to establish and maintain effective working relationship with others. Ability to communicate orally and in writing and prepare written documents and reports. Ability to plan, organize, and direct the work of subordinate employees.

Minimum Qualifications:

The formal education equivalent of a high school diploma; plus four years of experience in warehousing, purchasing, surplus property, or a related field, including two years in a supervisory capacity.

Required Certificates:

Must be able to obtain a valid Arkansas Commercial driver’s License (CDL). Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/
