TSS FISCAL MANAGER

The Department of Information Systems (DIS) Fiscal Manager responsible for supervising departmental accounting, purchasing, accounts receivable, accounts payable, and asset management activities. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises a small professional staff, assigns and reviews work, trains new employees, evaluates performances and interviews/recommends for hire. Monitors expenditures and prepares various reports regarding the agency’s financial status. Monitors agency fund and appropriation balances for processing of payments and purchases and makes final determination on all agency purchases and expenditures. Corrects journal entries as needed and manages fiscal year-end processing. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of principles and practices of accounting and financial analysis. Knowledge of state accounting, budget, purchasing policies and procedures. Ability to evaluate effectiveness of fiscal operations and controls. Ability to analyze and project financial data, estimate the budget, and allocate revenues. Ability to read, analyze, and interpret common financial reports, and documents. Ability to effectively present information to top management. Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to define problems, collect data, establish facts, and draw valid conclusions.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree, plus four years of related experience and/or training; including two years supervisory experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
