TSS EBD BENEFITS SPECIALIST

The Department of Finance and Administration (DFA) Employee Benefits Division (EBD) Benefits Specialist is responsible for program monitoring and evaluation and coordinating benefits programs. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Processes insurance benefit, COBRA, and retirement transactions, notifies employees of insurance updates and open enrollment period, and answers employee benefits questions. Assists in the calculation of monthly benefits for employees and retiring members and processes insurance applications, recurring deductions, termination notices, retirement and COBRA packets, and deferred and flexible spending transactions. Determines insurance and retirement eligibility for benefits, calculates and prepares benefit estimates of final benefits, reviews member records, and prepares history adjustment and other documents as needed. Monitors eligibility process, researches and resolves eligibility issues, reconciles insurance eligibility to applicable vendor and member reports, prepares reconciliation reports, and maintains and updates electronic records as necessary. Processes employees changes, including name and address changes, changes in family status, and death claims. Provides technical training to system users on all employee benefits systems. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of employee health insurance programs and eligibility. Knowledge of computer programs. Ability to interpret and apply the provisions of laws, rules, or policies to specific situations. Ability to perform data entry functions and simple data analysis. Ability to establish and maintain effective working relationships with others. Ability to provide technical customer support. Ability to prepare and present written and oral information and reports Ability to coordinate meetings and workshops. Ability to plan, organize, and oversee the work of subordinates. Ability to administer work plans and evaluate progress. Ability to administer specialized programs or support specialized customers, such as school districts or state agencies.

Minimum Qualifications:

The formal education equivalent of a high school diploma; plus three years of experience in benefits or health insurance, customer service, information technology, or a related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
