TSS DIVISION MANAGER

The Arkansas Building Authority (ABA) Division Manager is responsible for the supervision and administration of the advertising, bidding, observation, and final payment of state agency construction projects. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises a small administrative support staff by interviewing and recommending for hire, assigning and reviewing work, training new employees, and evaluating the performance of incumbents. Oversees all agency capital improvement projects from the initial bid, contract award, and project observation and closeout of the ABA Construction Section and provides guidance to state agencies regarding capital improvement related issues. Oversees the bid advertisement and award of capital improvement project contracts and any subsequent change orders and the verification process of ensuring contractors are licensed and projects maintain the proper insurance and surety bonds. Makes determination of any bid protest as well as grievance filed by agencies or contractors. Makes recommendations to the Director regarding errors, substitutions of subcontractors, and the use of emergency bidding procedures. Oversees the bidders lists in which notices are provided, regarding notices of proposed capital improvement projects. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state construction laws and regulations. Knowledge of bidding procedures, contract preparation, negotiation, and methods of finance. Knowledge of principles and practices of organizational management. Knowledge of Microsoft Word, Powerpoint, and Excel. Ability to plan, organize, and direct the work of lower-level supervisors and/or subordinates. Ability to conduct on-site inspections. Ability to provide technical assistance to state agencies regarding construction and related matters.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration, civil engineering, or a related area; plus three years of experience working with construction programs, standards, and regulations, including one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
