TSS BUILDING/PROGRAM SUPERVISOR

The Arkansas Building Authority (ABA) Building/Program Supervisor is responsible for building operations, preventive maintenance or vendor contracts, inventory, and equipment. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises building operations, plant maintenance, inventory and equipment workers by interviewing, recommending for hire, assigning and reviewing work, and evaluating the performance of employees. Prepares specifications for contract bids and monitors active contracts for janitorial, security, window cleaning, containerized waste disposal, water treatment, pest control, uniform service and lawn maintenance for state buildings under ABA. Obtains proposals and price quotes for maintenance agreements for ABA. Prepares vendor agreements, compiles documents for purchase orders, and coordinates service with maintenance agreement contractors. Oversees the operations of the buildings daily with regard to the various systems such as mechanical, electrical, plumbing, security, fire alarms, and other various systems. Completes monthly inspections and reports results to building operations administrator. Assesses building, grounds, and systems needs and makes recommendations for projects with regard to individual building annual operations budget, including prioritizing needs, scope of work, and estimating cost of the various projects for the next fiscal year. Administers card key database of tenants and preventive maintenance program for all buildings. Monitors the various contracts associated with the daily operations of assigned buildings and occasionally inspects buildings to verify the contractors are performing work according to specifications. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of building operations, utility systems, and preventive maintenance. Knowledge of state administrative procedures regarding contracts and vendor criteria. Knowledge of building construction and maintenance specifications and contracts. Ability to read and interpret building plans and vendor contract criteria for inspections. Ability to make budget projections and recommendations for building projects. Ability to communicate orally and in writing. Skill in various building automated control systems. Skill in the use of Microsoft Excel, Word, and Outlook.

Minimum Qualifications:

The formal education equivalent of an associate’s degree or advanced specialized or technical training in building maintenance and systems operations; plus five years of experience in the operation of all building systems, including three years in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
