SURPLUS PROPERTY SPECIALIST

The Surplus Property Specialist is responsible for overseeing assigned surplus warehouse operations and coordinates the sale of surplus property. This position is governed by state and federal law and agency/institution policy.

This position may require lifting heavy and cumbersome objects.

Typical Functions:

Leads and directs the activities of employees by establishing work schedules, assigning specific duties, and monitoring and reviewing the work. Answers questions regarding surplus and maintains a donator want list and donator files. Operates various pieces of heavy machinery, including forklifts, cranes, back hoes, track hoes, dump trucks, bulldozers, semi-tractor/trailer, and other equipment. Ensures property in warehouse is organized, screens inventory, and removes out-of-date property that will be going to auction. Presents agency program information at meetings and to outside organizations. Assists with resolving problems encountered by employees and complaints issued by customers. Confers with staff, users, and vendors to discuss defective or unacceptable goods or services and determine corrective action. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of required federal and state laws, rules and regulations. Knowledge of computers and record keeping principles. Knowledge of basic math, inventory, and warehouse procedures. Ability to perform data entry. Ability to present in front of large groups and lead and direct the work of other employees. Ability to operate forklift and other heavy machinery.

Minimum Qualifications:

The formal education of a high school diploma or equivalent; plus four years of experience in warehousing, shipping and receiving, or related field. Must be able to obtain a valid Arkansas Commercial Drivers License. May require Forklift Certification . Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
