SBEC EDUCATIONAL SERVICES MANAGER

The State Board of Election Commissioners (SBEC) Educational Services Manager is responsible for developing, administering, and monitoring agency educational programs. This position is governed by state and federal laws, administrative and election laws, state and agency/institution policies, and Governor Directives.

Typical Functions:

Develops, implements, and monitors agency programs to ensure fair and orderly election procedures, improve the process of conducting elections, and promote public confidence in the election process. Supervises support staff, including interviewing, training, instructing, assisting, directing and monitoring work assignments, evaluating performance, and making recommendations on hiring, pay changes, and termination. Implements and monitors programs to educate and assist candidates. Revises, publishes, and distributes a comprehensive candidate handbook outlining the legal obligations of candidates running for public office and coordinates review by the Secretary of State’s Office, Arkansas Ethics Commission, Administrative Office of the Courts, and Arkansas Municipal League. Develops, implements, and monitors agency programs to assist county election administrators in complying with federal and state election laws, election processes and procedures, and agency policies and procedures by developing and providing counties with rules, guidelines, instructions, and forms for administering elections. Determines educational and training needs based upon changes in election laws and problematic election laws. Develops, publishes and distributes training publications and presentations on election administration and commonly misunderstood procedures. Coordinates, conducts, and monitors statewide training of county election commissioners, county trainers, and poll workers including scheduling, testing, certification, monitoring attendance, and providing compensation. Implements the agency’s reimbursement program of state-funded election expenses by promulgating rules for commissioners, certified trainers, and poll workers. Audits and reconciles individual county requests for reimbursement, making recommendations on disbursement amounts, and develops and maintains election expense databases. Monitors election laws including documentation of problem areas with existing state election laws, proposing corrective language, preparing comprehensive written reports of proposed election law changes, monitoring election legislation during legislative sessions, and attending applicable legislative committee meetings as assigned. Responds to inquiries from executive and legislative personnel, elected officials, county election administrators, and the general public on election administration. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of federal and state election laws. Knowledge of election processes and procedures. Knowledge of training and presentation techniques. Knowledge of supervisory practices and procedures. Knowledge of Microsoft Office, PowerPoint, Access, Excel and Word. Ability to interpret and administer federal and state election laws, election processes and procedures, and agency programs. Ability to plan and organize. Ability to coordinate and direct work of a subordinate. Ability to analyze information and prepare reports, training materials, and correspondence. Ability to maintain professional working relationships with executive and legislative personnel, elected officials, county election administrators, service providers, and the general public. Ability to maintain confidential information. Ability to conduct training sessions.

Minimum Qualifications:

The formal education of a bachelor’s degree in public administration, political science, or a related field; plus four years of experience in program management training, or a related field, including one year in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
