RURAL CONST GRANT/FINANCIAL OFFICER

The Rural Construction Grant/Financial Officer is responsible for providing leadership, coordination, direction, and review of applications for financial assistance during the construction or renovation of water, wastewater, solid waste, drainage, irrigation and any special projects funded under the Arkansas Natural Resources Commission. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Reviews approved applications and recommends proposed funding for projects, develops rates to enable repayment of granted loans, coordinates funding process, and ensures compliance with federal and state funding source requirements. Researches critical issues related to projects, prepares reports, monitors progress, evaluates findings, presents findings to federal and state officials, and serves as primary contact for all phases of projects. Develops, conducts, and monitors divisional and individual training on program procedures, policy guidelines, and assists in revision of procedures and guidelines. Maintains and develops databases and spreadsheets to collect and analyze information utilized for program administration, budgetary control, financial tracking, and performance measurement. Reviews completed contracts for compliance and prepares letters of approval for Commission action. Coordinates, attends, and conducts pre-construction conferences to explain program guidelines, regulations, requirements, policies and procedures, and monitors and conducts final inspections. Reviews final project costs to determine proper utilization of funds and adequacy of rates to enable receiving entity to operate and repay loans. Reviews independent audit of completed project to execute final cost report and assure compliance with Commission rules and regulations. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal funding programs. Knowledge of loan processing techniques, procedures, and requirements. Knowledge of construction techniques and requirements. Ability to analyze information to determine project feasibility and proper fund utilization. Ability to prepare and present oral and written information and reports. Ability to inspect construction projects. Ability to utilize various computer software programs.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, industrial management, or a related field; plus one year of experience in financial/grants management, construction, or a related field, plus one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
