REAL ESTATE OFFICER

The Real Estate Officer is responsible for the acquisition of real estate. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Investigates real estate for possible acquisition, researches existing legal descriptions, and performs land survey to determine exact acreage. Solicits proposals for appraiser services detailing requirements and costs. Selects appraiser and completes and executes a professional service contract for appraiser services. Presents purchase recommendation to the Arkansas Game and Fish Commission for approval or disapproval. Negotiates with the owner or owners of land to be acquired. Performs real estate closing by obtaining required signatures on real estate documents and title insurance commitment to cover the purchase price. Informs the State Land Commissioner, County Circuit Clerk, and County Tax Assessor of land purchase in order to remove the land tract or tracts from the real estate tax rolls. Negotiates leases for lands adjacent to Commission properties. Reviews requests for land-use permits and prepares permits. Investigates requests for marine fuel tax program assistance from city and county governments and presents recommended projects to the commission. Directs the indexing of land control records and computer mapping operations. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of real estate principles and practices including closing techniques, marketing, leasing, appraisal, and insurance requirements. Ability to express ideas and concepts orally and in writing. Ability to perform complex mathematical computations. Ability to appraise property and to review and monitor contracts, license applications, and audit reports. The ability to research, plan, and negotiate land management or acquisition agreements and/or options.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, or a related field; plus one year of experience in real estate or a related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
