PUBLIC DEFENDER PROGRAM COORDINATOR

The Public Defender Program Coordinator is responsible for assisting in placement of trial public defenders, appointments of private attorneys in conflict situations, and coordinating the assignment of investigators, interpreters, and various experts and assisting in budget preparation and presentation. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Establishes internal controls and monitor ongoing work activities to insure compliance with deadlines and accounting standards. Confers closely with the trial public defenders to ensure rendering of effective assistance of counsel. Maintains lists of experts, investigators, and interpreters to address requests for same. Works with Executive Director to prepare and present biennial budget requests and to accurately assist trial public defenders throughout the state in budget request preparations. Maintains contact and working relationships with various trial judges throughout the state to ensure that all indigent criminal defendants are promptly appointed counsel. Performs Other Duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the court system in the state of Arkansas at the trial and appellate levels. Knowledge of filing and record keeping techniques. Knowledge of state budgetary guidelines and procedures. Ability to work closely with judges, lawyers, Legislators, and experts to maintain a system of representation of all indigent defendants. Ability to prepare and present oral and written information and detailed reports. Ability to prepare and present budgetary information and requests.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in psychology, social work, business administration, criminal justice, or related field; plus three years of experience in the criminal court system, or a related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE. 2
