Supervises a small staff of regular and seasonal, professional, technical, administrative support, and service workers by interviewing, recommending for hire, training, assigning and reviewing work, and evaluating the performance of incumbents. Oversees the operation of the facilities of a small park or a specific portion of a large park such as a boat rental facility, visitor information center, snack bar or other park facility. Prepares and manages a park budget; monitors daily expenditures and the scheduling of work hours for regular and extra help employees to prevent overspending. Participates as part of a planning team to develop or expand programs and facilities, alter procedures, determine revenue sources and cost containment, and monitor operations, facilities, and programs to ensure that goals are met. Develops operating plans and schedules for year-round operations including preventative and routine maintenance schedules, construction projects, and special events, and estimates materials, manpower, equipment, time, revenue and costs required to support operations. Supervises and performs the duties of a law enforcement officer, including patrolling the park, monitoring activities, investigating accidents and incidents, responding to visitor inquiries, issuing citations or warnings, making arrests, securing facilities and checking for safety hazards or repair needs. Participates in or leads search and rescue teams to rescue climbers, stranded boaters or lost visitors and administers emergency first aid to accident or illness victims. Compiles, prepares, or oversees the preparation and maintenance of records and reports which may include financial records and reports, incident/accident reports, purchase requisitions/reports and a variety of other reports as required. Interprets and monitors the maintenance or development of natural, cultural and historic research sites to prevent disturbance of unique or endangered flora, fauna, and cultural remains. Makes public presentations regarding park facilities, operations, or special events to civic organizations, schools, and others to promote Arkansas State Parks. Performs other duties as assigned.
