OAL MARKETING & ADVERTISING DIR

The Office of Arkansas Lottery (OAL) Marketing and Advertising Director is responsible for overseeing the planning, development and implementation of the advertising, promotions and marketing functions of the Arkansas Scholarship Lottery (ASL) within the Office of Arkansas Lottery (OAL). This position is governed by state and federal laws and agency policy.

Typical Functions:

Directs the activities of a professional and technical staff by interviewing, hiring, terminating, evaluating employee performance and reviewing/approving final work products and activities. Develops advertising, promotions, and marketing objectives, including proposed creative concepts, media selection and campaign strategies. Oversees the preparation of all advertisements and promotional materials. Serves as the key liaison with promotions partners and advertising vendors. Provides direction to the contracted advertising agency. Evaluates market reactions to advertising and marketing programs and adjusts strategy appropriately. Works closely with the Director of Product Development on all branded categories. Manages the planning, development and execution of specific promotional programs for each category. Plans, directs, and coordinates retailer and third party-based promotional activities of the ASL. Leads the annual promotion planning process with internal promotions and special events coordinator. Manages the advertising and promotions budget. Implements the pre-promotion (goal setting) and post-promotion evaluation process. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles, practices and theory of advertising, promotions, and marketing. Knowledge of state and federal laws, rules, regulations and requirements related to the ASL. Knowledge of OAL advertising and marketing strategic planning, policies and procedures. Knowledge of advertising and marketing strategies and techniques in various media formats, including television, radio, print, internet, social media, digital, inside and outside sales, etc. Knowledge of the principles and practices of accounting, budget and human resource management. Knowledge of Microsoft and other computer program operations and functions. Ability to establish and maintain effective working relationships with promotions partners and advertising vendors. Ability to explain laws, rules, regulations, policies and procedures to promotions partners and advertising vendors. Ability to manage a professional and technical marketing staff and advertising agencies. Ability to create, prioritize, manage and execute the strategic marketing plan. Ability to lead marketing functions including creative, production and media placement. Ability to develop, implement and assess advertising, promotions, and marketing strategies across all media including television, radio, print, digital, for both in and outside sales, etc. Ability to interpret and analyze accounting and financial reports and records for sales and marketing purposes. Ability to set priorities, effectively manage multiple projects, and make sound judgments regarding sensitive and highly visible matters. Ability to use Microsoft Office Suite, including Excel, and other computer applications. Ability to communicate effectively, both orally and in writing. Skill in gathering, compiling, analyzing and presenting data.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in marketing, communications, public relations, journalism or a related field; plus seven years of progressively more responsible work experience in advertising or marketing, including three years in a managerial capacity.
