OAL IT SECURITY ANALYST

The Lottery Office Information Technology (IT) Security Analyst works under general direction and manages the Office of Arkansas Lottery (OAL) operating system, monitors the gaming and online vendor gaming system firewalls for vulnerabilities and provides secondary support for in-state draw games. This position is governed by the state and federal laws and agency policy.

Typical Functions:

Controls the database for all vendor terminal paper received by the Office of Arkansas Lottery (OAL); monitors system use for appropriate access and use; resolves security issues. Updates and ensures compliance with the multi-state lottery (MUSL) rules and regulations. Monitors the gaming and online system firewalls, identifies breaches and implements solutions. Controls badges, security cameras and access system for all OAL employees and vendors; coordinates issues with private security companies. Updates the ineligible player database for OAL. Assists retailers, the public, OAL Marketing Sales Representatives and other internal and external contacts with questions and processes via the security hotline. Researches tickets that the gaming system has deemed as previously paid. Coordinates with OAL audit staff when lottery scratch-off games have ended. Reviews activities and actions with Legislative Audit annually. Provides support to in-state draw games as needed. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal laws, regulations and guidelines related to national and state lottery programs. Knowledge of firewall, virtual private network (VPN), authentication, authorization, intrusion detection, encryption, virus protection and vulnerability assessment. Knowledge of data processing and database programming methods, concepts, and standards. Knowledge of data and physical security control devices. Knowledge of Microsoft Office Suite and other computer products. Ability to interpret and apply state and federal laws and multi-state lottery (MUSL) rules and regulations to agency programs. Ability to determine causes of security operating errors related to data or physical devices and locations and determine and implement solutions. Ability to create databases for maintenance and research of confidential information. Ability to work effectively with a vendors and users internally and externally. Ability to communicate both orally and in writing. Ability to prepare, review, and submit reports and information of a technical nature regarding activities, security risk audits and other items affecting the program. Ability to utilize information technology programs and products.

Minimum Qualifications:

The formal education equivalent of a bachelors degree in computer science, mathematics or a related field; plus five years of progressively more responsible experience in program or operations system security or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
