OAL FISCAL SPECIALIST

The Office of Arkansas Lottery (OAL) Fiscal Specialist is responsible for managing the retailer relationship by performing retailer accounting and adjustment functions, banking activities and insufficient funds collections. This position is governed by state and federal laws and agency policy.

Typical Functions:

Assists OAL Marketing Sales Representative and outside retailers in resolving accounting and banking questions and issues to ensure compliance with state law and OAL rules and regulations. Produces and distributes weekly invoice detail reports for Key Chain Accounts. Produces and distributes various reports for retailers as requested. Applies retailer adjustments submitted by other OAL sections. Updates banking information provided by retailers or other OAL sections. Reprocesses bank returns as determined by OAL management. Contacts retailers regarding insufficient funds and establishes a collection method. Prepares and makes bank deposits remotely and off site. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal laws, rules and regulations, principles and practices related to accounting. Knowledge of state and federal laws, rules and regulations, and transactions related to the banking industry. Knowledge of Microsoft Office for Windows applications, such as Outlook, Word and Excel, and Internet Explorer. Ability to establish and maintain effective working relationships with internal staff and retailers. Ability to interpret and apply the provisions of laws, rules and regulations, and transactions related to accounting and banking. Ability to produce and analyze reports, ascertain non-compliance or other issues and explain resolution options. Ability to utilize Microsoft Office for Windows applications and the Internet Explorer. Ability to communicate effectively orally and in writing.

Minimum Qualifications:

The formal education equivalent of a bachelors degree in accounting, business administration, general business or a related field; plus one year of experience in accounting, fiscal activities or a related field. OR The formal education equivalent of an associates degree in business management, general business or a related field; plus three years of experience in fiscal activities or a related field.
