OAL COMPUTER OPERATOR

The Lottery Office Computer Operator works under general supervision and verifies that the hardware, software and human components involved in the multi-state and in-state draw operations function properly and that financial information, winning numbers, published announcements and broadcasted draw results convey appropriately for the Office of Arkansas Lottery (OAL). This position is governed by the state and federal laws and agency policy.

Typical Functions:

Evaluates system operations to ensure the integrity of sensitive data transferred from state to national systems; balances and verifies reports for in-state and multi-state games between lottery and vendors systems. Collaborates with vendors during drawing procedures; performs drawing functions in a timely manner and to prevent multi-state lockdowns and national drawing delays. Monitors duplex system to ensure real-time transaction processing. Analyzes system failures to support vendors resolutions. Manages audit logs for draw operations and software maintenance releases; integrates OAL Security staff with operations and assists Quality Assurance staff as needed. Analyzes and updates data transfers to public venues, such as the lottery website and telephone line. Analyzes systems status, identifies technical issues and communicates with appropriate support staff for resolution. Assists with Internal Control System (ICS) and Quality Assurance Systems Analysts testing functions. Updates operation procedures as games are deployed. Prepares and maintains operations manuals, documentation and contact list; completes tasks as outlined by operations manuals and checklist; develops and recommends business process improvements. Updates and practices emergency backup procedures routinely; maintains backup data center and documentation to ensure drawings can be performed in the event the primary data center is inaccessible; relocates to appropriate data center to perform drawing in event of an emergency. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of computer networks and program design and operations. Knowledge of virtual private network (VPN), remote desktop and file transfer protocol functionality. Knowledge of Microsoft Office and other computer products. Knowledge of smart phone operations. Ability to analyze, evaluate and determine system issues and resolutions. Ability to work effectively with vendors and users internally and externally. Ability to communicate technical information both orally and in writing. Ability to prepare and submit manuals, reports and information of a technical nature regarding system operations and documentation. Ability to utilize Microsoft Office and other computer products.

Minimum Qualifications:

The formal education equivalent of an associates degree in computer science, mathematics or a related field; plus one year of experience in computer operations and support. OR The completion of technical training in computer science, data processing or a related field acquired from a vocational, military or industrial setting; plus one year of experience in computer operations and support.

Required Certificates:

Must possess a valid Arkansas drivers license. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED F
