OAL AUDITOR

The Office of Arkansas Lottery (OAL) Auditor is responsible for ensuring organizational compliance of the Office of the Arkansas Lottery (OAL) activities and internal controls with applicable laws, regulations, policies, and procedures by conducting reviews and investigations. This position is governed by state and federal laws and agency policy.

Special Job Requirements:

Requires occasional in and out-of-state travel; requires flexibility to work evenings and weekends on a regular basis.

Typical Functions:

Conducts programmatic, operational/performance, compliance, information technology and/or financial audits to determine adequacy of internal controls, effectiveness and efficiency of administrative functions, operating procedures, and relative risk of fraud, waste, or misappropriation of funds and/or resources. Performs audits of daily draw procedures through daily observations to ensure process integrity and security are maintained and that standard operating procedures are followed accurately, completely, and consistently throughout the process. Reviews financial information to analyze efficiency of accounting and record-keeping procedures and management techniques to determine compliance with state and federal laws and organizational policies and procedures. Compiles data and audit information to assist in the preparation of audit and investigation findings and reports, development of recommendations, and presentations to upper level management. Conducts or oversees special projects as assigned. May assist in preparation of information for legislative oversight bodies and other external auditors, accountants, or consultants. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the Standards for the Professional Practice of Internal Auditing. Knowledge of Generally Accepted Accounting Principles (GAAP) and/or Generally Accepted Principles and Practices for Securing Information Technology Systems, including governance frameworks such as COBIT. Knowledge of federal, state and agency laws, rules, regulations, policies and procedures. Knowledge of state accounting practices and procedures. Knowledge of data extraction and analysis methods, including related software such as Active Data, ACL, IDEA or SQL-based tools. Ability to interpret and apply the principles and practices of internal auditing. Ability to interpret and apply the principles and practices of GAAP and/or Information Technology Systems. Ability to interpret and apply federal, state and agency laws, rules, regulations, policies and procedures. Ability to extract and analyze data using related software. Ability to interpret and analyze reports and records for audit and investigative reports and recommend alternatives or remedies. Ability to establish and maintain effective working relationships internally and externally. Ability to multi-task, work under pressure and adhere to strict deadlines. Ability to communicate effectively in written and oral format.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, finance, information technology or a related field, plus four years of experience in accounting, auditing, finance, or information technology.

Required Certificates:

Must possess a valid Arkansas drivers license. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR
