MOTOR VEHICLE COMMISSION DIRECTOR

The Motor Vehicle Commission Director is responsible for overseeing the complete regulation of the motor vehicle industry within the state. This position is governed by state and federal laws and agency policy.

Typical Functions:

Manages personnel that assist in the prevention of numerous types of mistreatments upon the citizens of the state including frauds, unfair practices, impositions, and discrimination. Manages personnel that ensure the avoidance of unjustifiable control of all automobile dealers by either automobile manufacturing plants or automobile distribution ports. Encourages aggressive competition throughout the state among the automobile dealers; ensures that a fair distribution system by dealers to the general public remains in place. Monitors the formation of monopolies and employs procedures for elimination. Monitors the requiring of buying, by the final individual customer, unnecessary items including certain features, accessories, specific models, and specific trims of model. Ensures that both false and misleading advertising is never utilized. Ensures that the welfare of the consumer public is the primary focus for the commission. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of proper leadership and organizational techniques. Knowledge of legislative procedures that pertain to the automobile industry. Knowledge of methods used for automobile purchasing in bulk form. Knowledge of methods used for transporting automobiles from both nationwide manufacturing plants to distribution ports as well as from distribution ports to dealers. Knowledge of methods used for acquisition of special order automobiles. Knowledge of methods used for transferring automobiles between dealers. Ability to work with the automobile industry while remaining independent of it. Ability to analyze statutes and regulations. Ability to maintain full awareness of dealer inventory throughout all geographical regions. Ability to use that information to potentially force dealer inventory alterations. Ability to comprehend information and ideas spoken through words and sentences. Ability to clearly communicate information and ideas orally and through documentation.

Minimum Qualifications:

The formal education equivalent to a bachelor’s degree in business administration; plus two years of experience in the automotive field, including three years in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
