MILITARY CHIEF FISCAL OFFICER

The Department of the Military Chief Fiscal Officer is responsible for overseeing the operations of fiscal division programs by developing and establishing work priorities and standards of performance, reviewing and approving managerial decisions, and monitoring of the annual operations plan and biennium budgetary needs and expenditures. This position is governed by Generally Accepted Accounting Principles (GAAP), state and federal laws, and agency policy.

Typical Functions:

Directs the activities of a professional and administrative support staff through lower level managers including interviewing applicants, approving hire recommendations, and evaluating and reviewing work performance of subordinates. Directs and oversees the state’s general revenue for the Agency. Directs and reviews fiscal operating policies and procedures. Develops and reviews fiscal operating policies and procedures, reviews and evaluates programs and services with departmental leaders, and makes recommended changes as necessary. Plans and directs divisional activities by establishing goals, objectives, and short and long-range plans to ensure consistency with overall agency mission. Prepares and coordinates all financial reporting for the agency division. Coordinates with all regulatory authorities for division audits. Responds to audit exceptions and determines necessary actions for compliance. Monitors operating budget to analyze trends affecting budget needs and takes corrective actions to ensure fiscal soundness. Prepares reports and forecasts of funding and expenditures based on past, present, and future operations. Analyzes funding sources to submit recommendations for allocations and necessary spending appropriations for inclusion in the annual and biennial budget requests. Advises senior management and program administrators on operational adjustments necessary for adhering to planned budgets and funding.

Knowledge, Abilities, and Skills:

Knowledge of Generally Accepted Accounting Principles and Practices (GAAP).

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in finance, business administration, general business, or related field; plus six years of progressively more responsible experience in financial management, budgeting, fiscal operations, accounting or a related field, including three years in a professional managerial capacity.
