METROLOGY LABORATORY MANAGER

The Metrology Laboratory Manager is responsible for managing and directing the operations of the State Metrology Laboratory and the Moisture Meter Laboratory. This position is governed by the National Institute of Standards and Technology, state and federal laws, and agency policy.

Typical Functions:

Oversees metrological testing and equipment calibration according to National Institute of Standards and Technology (NIST) procedures using official state standards. Supervises a small professional staff by hiring/firing, providing training, assigning and reviewing work, and conducting performance evaluations. Directs overall operations of the Moisture Meter Laboratory and the testing program for grain moisture meters in the state. Reviews and prepares annual reports of traceability for submission to NIST. Analyzes and interprets data related to measurement testing to maintain control charts and the laboratory quality control program. Monitors, analyzes, and interprets measurement data and tests by subordinates to maintain laboratory certification and traceability requirements. Provides technical assistance to staff, state and federal agencies, institutions, and industries concerning measurement science. Performs weights and measures tests to insure accuracy and traceability of standards used in commerce. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal laws and testing, certification, and traceability requirements related to weights and measures. Knowledge of laws of physics related to effects of environmental influence on weights and measures. Knowledge of metrological and moisture meter testing procedures and equipment. Knowledge of principles and techniques or physics and mathematics. Knowledge of supervisory practices. Ability to manage technical program activities to verify the accuracy of measurements. Ability to plan, organize, and direct the work of others. Ability to perform metrological and moisture meter tests. Ability to handle hazardous chemicals and follow safety procedures. Ability to prepare, present, and review oral and written technical information and materials.

Minimum Qualifications:

The formal education equivalent of a bachelors degree in engineering, physics, chemistry, mathematics, or a related field; plus five years of experience in a laboratory environment, including one year in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Required Certificates:

Must be certified as a Metrologist by the National Institute of Standards and Technology.
