INSTITUTION HUMAN RESOURCES COORDINATOR

The Institution Human Resources (HR) Coordinator is responsible for coordinating activities of a specific HR program. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises the major function of HR, including payroll, recruiting, benefits administration, and/or employee relations. Develops methods, guidelines, and procedures for assessing the qualifications of applicants for agency jobs. Designs and presents group training programs and provides individual consultations on applicant minimum qualifications assessments and benchmark grouping procedures; reviews and resolves applicant minimum qualifications reconsideration requests. Researches legislation and revises and develops agency policies and procedures. Ensures legal compliance of federal and state personnel related laws. Coordinates and reviews budget as assigned and makes recommendations on reclassifications, and other personnel issues that impact proposed salaries. Serves as project leader on special assignments, such as salary surveys, division restructuring, research and a variety of personnel related issues. Oversees and coordinates personnel related functions, including grievance procedures, benefits programs, selection processes, leaves of absence policies, and classification and compensation guidelines. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of HR. Knowledge of state and federal personnel laws, policies and procedures. Knowledge of organizational management, payroll, benefits and budget processes. Ability to interview and extract information from application. Ability to analyze information and recommend appropriate action. Ability to plan and perform organizational analysis and feasibility studies. Ability to plan, organize and direct the work of others. Ability to prepare and present oral and written information and reports.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration or related field and three years of professional level human resources experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
