ETHICS COMMISSION COMPLIANCE SPECIALIST

The Ethics Commission Compliance Specialist is responsible for investigations of possible ethics violations and ensuring compliance of the regulated community. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Conducts investigations of ethics complaints at state, county, or municipal levels. Issues subpoenas and prepares evidence, exhibits, and other information necessary to prosecute a case of alleged ethics violations before the Ethics Commission or on appeal to a court of law, makes presentations at Ethics Commission meetings, drafts written documents concerning cases, and collects fines. Conducts review exercises regarding documents required to be filed by public officials, candidates for public office, lobbyists, political committees, and ballot and legislative question committees, pursuant to Arkansas ethics and disclosure laws. Collects and compiles data regarding compliance by persons required to make such filings, and coordinates compliance efforts with other state and local agencies. Files and responds to telephone and written inquiries regarding the responsibilities and requirements of public officials, candidates, lobbyists, political committees, independent expenditure committees, and ballot and legislative question committees under Arkansas’ ethics and disclosure laws. Communicates information to agencies, constitutional offices, and public officials to promote compliance with Arkansas ethics and disclosure laws. Prepares instructive and informational compliance manuals and forms and conducts educational seminars for members of the regulated community. Designs and maintains systems for the collection, storage, usage, computerization, and dissemination of information, data, and materials to members of the regulated community. Maintains report files on ballot and legislative question committees registered in accordance with the Disclosure Act for Public Initiatives, Referenda, and Measures Referred to Voters. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of Arkansas ethics and disclosure laws. Ability to conduct investigations of ethics complaints. Ability to design and maintain systems for the collection, storage, usage, computerization, and dissemination of information, data, and materials. Ability to prepare instructive and informational materials and conduct educational seminars for members of the regulated community. Ability to perform advanced word processing functions.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in public administration, general business, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
