ENERGY PROGRAM COORDINATOR

The Energy Program Coordinator is responsible for coordinating operational activities within the Weatherization Assistance Program (WAP) of the Arkansas Economic Development Commission (AEDC). This position is governed by state and federal laws and agency policy.

Typical Functions:

Supervises a subordinate professional and administrative support staff by interviewing and recommending for hire, providing training opportunities, assigning and reviewing work and special projects, and evaluating the performance of incumbents. Develops programmatic requirements and budgets for requisite resources. Controls the Weatherization Assistance Program’s (WAP) internal operational budget. Develops performance measures which are stipulated in annual grant documentation. Develops standardized monitoring policies usable for providing sub-grantee oversight. Recommends program objectives and guidelines to Policy Advisory Council and Director. Functions as liaison between the United States Department of Energy and AEDC. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of federal and state regulations and policies regarding energy conservation. Knowledge of the Weatherization Assistance Program (WAP). Knowledge of the principles and practices of organizational management. Knowledge of grant development, implementation, and monitoring. Ability to determine operational activities and direct workflow through subordinates. Ability to interpret and apply federal and state regulations and agency policy. Ability to evaluate program effectiveness and ensure compliance. Ability to prepare and present information orally and in writing. Ability to develop, implement, and manage grant performance measures, monitoring practices and requests.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, public administration, or a related field; plus three years of experience in a related field, including one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
