ENERGY CONSERVATION MANAGER

The Arkansas Building Authority (ABA) Energy Conservation Program Manager is responsible for planning, coordinating, and monitoring sustainable revolving loan fund and related energy conservation programs. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Monitors the implementation of energy conservation programs to ensure compliance with state and federal laws and regulations by reviewing progress reports and submits program results to grantor agency. Administers the sustainable building design revolving loan programs by maintaining oversight of the loan fund. Develops administrative rules, procedures, and loan application forms; and establishes time schedules and guidelines for loan applications. Confers with state agency conservation program managers to explain the loan program, available funding, and state and federal laws and regulations. Develops and recommends new and revised policies and procedures to respond to changes in program needs and regulations and to improve effectiveness of operations. Assists in analyzing the cost effectiveness of proposed energy conservation measures. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of sustainable construction practices, techniques, and planning. Knowledge of sustainable mechanical, electrical, and utilities equipment and/or systems. Knowledge of state and federal codes, regulations, policies, procedures and requirements. Ability to compile, interpret, prepare, and report statistical and other information both orally and in written form.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in industrial management, or a related field; plus three years of experience in financial or grants management or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
